The plan sets out 13 proposals, including: a coordinated annual review on defence (CARD), with an emphasis on spending (a first trial-run was completed in 2018, and the first full cycle will be launched in the autumn of 2019); a better EU rapid response, including through the use of EU Battlegroups; and a new single Permanent Structured Cooperation (PESCO) arrangement for those EUMS willing to take on greater commitments to security and defence.
